The Senior Policy Manager will be responsible for identifying opportunities for federal, state, and local level policy change to address hunger and poverty through our newly growing Family Economic Opportunity (FEO) work. Our vision is to address poverty and food insecurity for single mothers, especially the key barriers they face to achieving economic mobility. This body of work has focused to date on connecting low-income families to tax credits, especially the Child Tax Credit (CTC) and Earned Income Tax Credit (EITC) but will be expanding to new programs moving forward. The Senior Policy Manager will help to lead the development and articulation of the organization’s FEO policy priorities and provide key analysis and support needed to pursue those including assessing proposed legislation and other policy opportunities; developing policy resources; providing technical assistance and policy expertise to partners; identifying policy trends and best practices; and tracking legislation and policy changes. 

The role is preferably based in Washington, DC, but could be fully remote for the right candidate. This position offers a range $85,000-$91,000. 

DUTIES AND RESPONSIBILITIES:

  • Shape existing and develop new policy priorities based on evidence, data and equity principles.
  • Track, analyze and draft federal, state and/or local legislation, regulations, and other policies intended to support and expand economic mobility programs. 
  • Develop resources to support federal and state legislation efforts and share best practices including sample legislative language, case studies, testimony, bill summaries, comment letters, briefs and impact reports.
  • Analyze and synthesize research and data used to support policy change in partnership with Research and Data team staff.
  • Provide technical assistance and policy expertise to Share Our Strength campaigns and other public and private partners that are pursuing state or local legislation.
  • Work with the Government Relations and Advocacy team to ensure that resources and technical assistance align with organizational policy goals and priorities; and 
  • Partner with colleagues to support Share Our Strength's work to be an inclusive organization that advances equity, and ensure this value is embedded in the organization and throughout our work.
  • Travel 10%.

QUALIFICATIONS:

  • Bachelor’s Degree and 5-8 years work experience.
  • Demonstrated knowledge of state or federal level policy.
  • Knowledge of economic mobility programs which might include: low income tax credits, universal basic income, affordable child care, affordable housing, and workforce development solutions. 
  • Ability to use and synthesize data and research for policy analysis and advocacy.
  • Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
  • Demonstrated ability to work independently on multi-step, detail-oriented projects in a fluid environment.
  • Excellent written and oral communication skills, including experience presenting to high-level audiences.
  • Demonstrated interest in anti-hunger and anti-poverty issues.
  • Detail-oriented with strong organizational skills.
  • Ability to work independently and efficiently.
